Structural Racism is that tradition in U. S. history and culture that allows the privilege associated with ‘whiteness’ and the disadvantage of ‘color’ to endure and adapt over time.

Implicit Bias, also known as Hidden Bias or Unconscious Bias, Implicit Bias arose as a way to explain why discrimination persists, even though polling and other research clearly shows that people oppose it.

Disparities refers to the unequal or different treatment or services provided to one group as compared to another group it is how one is treated or the types, quality and quality of service available. For example: currently, in NYS: 2 black children are reported to the State Central Registry for every white child reported, and 1.5 Hispanic children are reported for every white child reported; 2.5 black children are indicated for every white child indicated and 1.9 Hispanic children are indicated for every white child indicated; 5.3 black children enter care for every 1 white child that enters care, and 2.3 Hispanic children enter care for every white child; and finally 6.6 black children are in care for every white child in care and 2.8 Hispanic children are in care for every white child in care.

Disproportionality is the over representation of a particular group or race in a system compared to its representation in the general population. In Westchester County African Americans are 14% and represent 67% of the children in child welfare.

Disproportionate Minority Representation  (DMR) another term for disproportionality. It occurs when the percentage for the representation of a particular minority group (racial, ethnic) involved with a service system, is significantly higher or lower than that  group’s percentage or representation in the general population. African Americans make up 14% of our nation’s population and make up 31% of in child welfare, In Westchester County African Americans are 14% and represent 67% of the children in child welfare and in NYC they represent 27% of the population and make up 57.2% in child welfare.

Proportionate Representation  means representation of people in local, state or national legislative bodies based solely on their population. Adoption of the proportional principle for American elections would create opportunity for a more inclusive and a less polarized democracy.

Racial Equity,  is the body of policies, practices, attitudes and cultural messages that ensures freedom from bias against any racial group and prevents differential outcomes by race.
